We are in the process of ordering a 100 mg metro connection from point a to location b and C. The link will be carrying data to point b and voice and data to point c. How can we break up the link like 50/50 to both sites?

Use QOS to reserve bandwidth for each traffic type.
1st you classify the traffic then you use policy map which you attach to the interface.

Spliting 50/50 may not be optimal. What's the bandwidth at both locations b and c? If both also have 100 Mbps, set the interface to 100 Mbps, and using CBWFQ, place VoIP into LLQ, everything else FQ. Also if both b and c have 100 Mbps, you'll need to consider their traffic to location a, especially with VoIP in the mix.
Will the metro provider provide any QoS support? If not, site c can be similar to site a but site b will need to be shaped to reserve bandwidth for c to a VoIP.
