a unique AS number globally; I don't know how that can be the same AS number. Every ISP have a unique AS number globally, how can that be the same AS number?
Do you own any AS number by yourself?
Can you give some examples of the ASA number and IP address (is this IP address public routable or RFC 1918 address space ?)?

It depend. Public AS number must be unique. If a public AS number belongs to an ISP, only that ISP can use It, similar to what happen with public IP.
Now, If this is private AS then you can use anyone you want.

I have a scenario that existing network pool of 2.3.0.0 network and it is almost full and now I have taken another pool from ISP is of 9.X different subnet. And ISP compromise same BGP and ASN with this. Now will you please confirm, how do I use both network and can assign to clients.

As I Said, If this is public AS, they can not use the same AS. Public AS is routable through the internet and must be unique.
You need to talk to your New ISP and understand what they are offering to you. No one here can tell you this.
