you are running a very old IOS version on and end of life / end of sale router.

 

There used to be a way to create a CPU profile and find out where the CPU spends its time. Your output does not show a specific process that is responsible for the high CPU, so you might want to create a profile:

Looking at both your high interrupt CPU utilization and the 5 minute 379 Mbps on your one gig interface, I suspect you've just hit the performance limits of a 2821 (which is not really a gig capable router although it has gig interfaces).
