Who can tell me if it is needed to purchase a license for IOS 15.1(4)M9 which is going to be installed on cisco 3845 router?

5 month old posting, probably late to respond, but yes you need a license. However, if you have an active support contract, you can upgrade to a newer version, same feature set, any time you want (the forgoing is my understanding).
