4331 Webui will not work without HTTP

Hello all,
after a long search I finally had HTTPS working on a 4331 (IOS-XE 16.6.1) (with a selfsigned certificate) but if I disable HTTP, the webinterface stops working.
Chrome shows:
Firefox shows:
With enabling the HTTP server all works well gain.
Why make it so hard just to enable a webinterface ? IOS 15 could do it in a simple way, so why make it so hard on IOS-XE ?

Symptom:
When trying to access the WebUI on port 443 with "no ip http server" configured you will not get any response from WebUI
Conditions:
When trying to run HTTPS without "ip http server" configured
Workaround:
Configure "ip http server" along with "ip http secure-server"
