Hi I am using Telstra SIM card on cisco 2900 , with slot 3. The current problem is all the profiles inactive, non public IP shown during show run. I called Telstra and they told me they could see the public ip has been already assigned to this router. is there any further conf or test required with this?
here is the show cellular 0/3/0 all

Hello,
your cellular interface is not bound to your dialer. Add the line in bold:
Also, there is no authentication (PAP/CHAP) configured, make sure that is right. Any NAT configuration is missing as well. And you have ISIS enabled on the router, is that necessary ?
interface Cellular0/3/0
no ip address
ip mtu 1492
ip nat outside
ip virtual-reassembly in
encapsulation slip
dialer in-band
dialer pool-member 1
dialer string lte
dialer-group 1
no peer default ip address

Hi Grorg
thanks for your reply, confirmed no PAPCHAP and removed ISIS
the problem is when I use the command of dialer pool-member 1
1(config)#int cellular 0/3/0
1(config-if)#dial
1(config-if)#dialer poo
1(config-if)#dialer pool-member 1
%Remove Legacy DDR Configuration first
it is not working
found another similar case https://community.cisco.com/t5/routing/c1112-8plteea-lte-config-remove-legacy-ddr-configuration-first/td-p/3765840

thanks I have tried
after removed that, it required
1(config-if)#dialer po
1(config-if)#dialer pool-member 1
%Configure a "dialer in-band" first.

Hello,
since you are not using any sort of authentication, you don't really need the dialer interface. Remove it and configure the cellular as below:
--> no interface Dialer 1
interface Cellular0/3/0
ip address negotiated
ip nat outside
ip virtual-reassembly in
encapsulation slip
dialer in-band
dialer idle-timeout 0
dialer enable-timeout 5
dialer string lte
dialer-group 1
async mode interactive
routing dynamic

Thanks Georg

HI Georg
I add dialer in-band,
add dialer pool-member 1
and also use To make this working (bring the interface UP manually) I had to ping something thru this interface.
now it is working
thanks.

Did anyone get a solution as to why we can add dialer pool-member 1 on a cell interface?
