I am trying to force f0/0 on a 7246 router to 100/full. But I don't see the speed command as an option on the interface. I was able to force full duplex but not speed. Is there a reason why? I assume the answer is easy, but I've never seen this before.

I feel you are talking about 7206 series router..
Is your current speed visible/showing up when you issue show interface command ??
Also can you check top which type the ethernet port belongs to ? you can do this by issuing show diag command in your cli and check for the type.
In some cases the ethernet ports turned out to be normal ethernet instead of fastethernet in that case you will hve to live with only 10Mbps but since you have mentioned F0/0 i assume its a onboard port which comes up with the NPE and ofcourse you will be able to change the speed.
do post out the show version output here which will help to gather more info about your ios and interface type installed..
