7304 ethernet overrun and ignored

The router is 7304 and one SPA-2GE in slot2.

The traffic comes in from the internet on the GE 2/0/0 and traffic is then routed  to GE 1 that go to my network.

Gigabit Ethernet errors, input overruns and ignored packets

What is the most common problem for receiving input overrunns and ignored packets on a gigabit ethernet router card. I set the hold queue to the 4096 and they slowed down but are still incrementing. I am not getting any CRCs or Frame errors.
