About Ethernet line backup question!

I have a cisco 3725 router,used two ethernet interface connecting to different isp,I want to prefer one isp ,then another for backup,then I do

ip route 0.0.0.0 0.0.0.0 x.x.x.x (isp1)

ip route 0.0.0.0 0.0.0.0 y.y.y.y 100 (isp2)

but because ethernet native,when x.x.x.x inaccessible,correspond interface not down,thus couldn't use another isp.

I can not satisfy isp to run dynamic routing with me.

I don't know what i am going to do ,who can help me ?

If all that needs to be changed is the static route, I believe you can use the Relibale Static Routing Backup feature of IOS:
