About to buy a used Cisco ISR4451-X-VSEC/K9, need assistance.

I am about to buy a used Cisco ISR4451-X-VSEC/K9 from Amazon. I will need VPN features and I had to previously buy a security license for a Cisco ISR4331.

Will I need to buy a security license for the Cisco ISR4451-X-VSEC/K9 as well? As I am under the impression that it comes with a license built in.

I read the spec sheet, but it isn't very clear.

"VSEC" means  "Voice" + "SEC", so in addition to Voice hardware, SEC license is included in the bundle 
if not built-in , it should be included as  a license-PAK or something
