Hello,

I am sending this documentation below that contains the configuration steps you'll need.

Configure Smart Licensing Using Policy On IOS-XE Routers

Since your box is running IOS-XE 17.3.2, you'll use Smart Licensing Using Policy.

You mentioned that you don't have internet connectivity to reach CSSM, so I suggest checking the Router not Connected to the CSSM and without CSLU in place section from that documentation above.

In this sort of deployment, you have a product instance (your router) that is disconnected from CSSM, and without any other intermediary utilities or components. All communication is in the form of uploaded and downloaded files.

Let me know if it works for you!

Thank you.

Cisco new License installation is only way the device connect to Cisco portal for the smart License ( there is other way on premises for large scale, not for the single device - not make sense).

But device has RTU License to use for the basic config to reach internet, then you can register.
