on the Nexus systems, how do I get the router to advertise if the address is 10/8 address to advertise a 10/8 address but if it is not a 10/8 address to advertise all the ip addresses

I do not understand your question in its present form. Can you clarify whether you are talking about static routing or about a dynamic routing protocol (and if dynamic routing then which protocol). I am also puzzled that the question starts by stating " if the address is 10/8 address" and then turns around as says it is not 10/8. Can you provide clarification?

Do you mean the routes network is a 10/8 but it subnets falls in a larger range from /11 to - say /17
if so the prefix should read something like:
ip prefix-list 10.0.0.0/8 ge 11 le 17
