Hi Ismail,
It looks like either your iOS is not found or corrupted. Try to troubleshoot from your RMON prompt. Below link may help you to troubleshoot your device from RMON.

Hi Ismail,
It Seems that the IOS you have loaded on the router is corrupt. On the Cisco 7200 series, when an IOS is not found or corrupted, it has a built in IOS which contains less features but is useful to allow you to run basic configs. It is normally denoted by somethings that looks like this
Router(BOOT)#
If this is what your prompt looks like then, your IOS indeed failed to load. Do insert a new IOS to your Router.
