ASA 5510 and Swicth 3650: QoS question

Hello,

I've got a question concerning QoS management on a shared internet link (Fiber Optic 20M).

Several company share this link to access internet. What I want to achieve is:

     - 1. Send VOIP traffic as first priority, regardless the source or the destination;

     - 2. Give 4Mbps to each company up and down (while there are around 15 company, the link is never congested with such a limitation);

     - 3. If some bandwidth remains available, allow a company to increase their usage (up to the maximum capacity).

My actual network configuration:

     - each company is connected through the 3650 via VLAN's.

     - point 1 and 2 are configured in the ASA 5510, and are working.

The difficult point is the point 3. As the ASA just permit a "transmit" or "drop" rule for exceeding packets, I don't see how to achieve such a configuration.

Is it possible to configure this in the ASA, and how? Or do we have to configure the QoS directly is the 3650 (the fiber optic is connected with a miniGbic in the switch).
