I have a lab environment where a Cisco ASA outside interface is directly connected to a Cisco 2911 router. In our failure tests of the 1921, when the 1921 is powered down, then back up, on the ASA, it's directly connected interface appears to go down, then up for about 2-3 seconds, then goes back down, then only comes back up when the 2911 has fully booted.
I have a 1921 router available which I'll be testing with tomorrow to observe the outcome to see if it is anything to do with the 2911.
[ for info, I understand the 2911 is eol, and you're wondering why I'm using it; it's just the way it is :-) ]
Has anyone observed anything like this or similar?

I think youve answered your own question - The asa is directly connected so until the 2911 comes fully back online it will drop it connected interface into that router
