I have an ASR-920-12SZ-IM with v17.6.5. The Power modules are twice A920-PWR400-D. When I try to connect any PoE device (camera/Cisco AP/etc.) the devices do not get any power. The same devices connected to a C9300 switch power up without any issue. The cable that I used on the C9300 is the same that I use on the ASR-920.
On the C9300 it looks like this:

Found the answer myself. I had to limit the maximum power that was provided for auto:
int Gi0/0/6
power inline auto max 30000

It seems PoE is not supported.
