ASR1002-HX Rommon keeps requiring "RESET" to perform dir function

We have an ASR1002-HX and we are trying to boot off usb0:  

Whenever we break boot and go to rommon and issue a dir usb0: or dir bootflash: we keep getting this message

Please reset before booting

We issue reset and try again to no avail and it keeps getting this message.  Tried hard reset and same thing.

Anyone know how to fix this and why this is happening?

Console into the router and reboot.

Post the entire bootup process.  

Also post the complete output to the command "set".
