I noticed that different routers have different Maximum Burst Size (PCR) when configuring ATM vbr-nrt shaping see below, which can be configured PCR only to 44209K. Another router has PCR of 40700K. Our contract speed( no CIR) with AT&T is 44736K (Fulll DS3). Is there any ATM card which can go to 44736? Thanks.

It is the Peak Cell rate (PCR) not Maximum Burst Size.

Some IOS version or handrware drivers allow entering a wrong value for CRs, that is they allow the full physical line rate rather than the bandwitdh available to ATM, that is excluding DS3 overhead. The second approach is correct.
