A company with multiple branches nationwide connected via MPLS.  Two Internet access in NY and Los Angeles.  How to balance the users Internet traffic between that two Internet connections ?  In case an Internet connection fails, all traffic go through the other Internet connection.  What is the best practice in this case ?

As per my understand these MPLS connected Branches going to centrally terminating to One HO (i  am guessing it was desinged like that).

So in the HO Out going Traffic you make a decision with Failover with IP SLA,Primary fails use secondary.

you can also utliise bot the links if you like to load share between the links and failover - again depends on your design.

here is simple example :

https://www.cisco.com/c/en/us/support/docs/ip/ip-routing/200785-ISP-Failover-with-default-routes-using-I.html

if you are peering with BGP, different approach need to be applied.
