BFD keeps taking OSF Adjancency Down

Hello,

I'm hoping someone can explain an issue to me.  I'm looking at deploying BFD across our WAN which involves 150+ sites that are connected by redundant VPLS clouds.  We are running OSPF (Point-to-Multipoint).  I'm looking at using BFD to improve convergence.  I've already tuned my OSPF timers to 2sec Hellos and 8sec Dead.  In my lab I've set up 4 routers connected to a switch that is acting like a VPLS cloud.  OSPF gets deployed properly and BFD neighbors come up fine.  Once I disconnect an interface BFD works fine and tears down the adjacency.  Once I reconnect, the OSPF adjacency is re-established but BFD immediately tears it back down.  This keeps happeing as the adjacency will establish only to be tore back down by BFD.  I can normalize everything by disconnecting all interfaces and reconnecting.  I did read where BFD will only establish sessions with the OSPF DR/BDR.  Does anyone have any insight to my this is happening?  Below is the configuration:
