Bluesocket cef and pbr

I have a public access wireless network that uses pbr to send all wireless traffic to the bluesocket gateway. I have a sup2 msfc2 on 6509 as my core router. The traffic has been so slow even small web pages timeout. I have been told it might be a cef problem. Does anyone use bluesocket or know if there is an issue with cef and pbr. Thanks.

To enable PBR, you must create a route map that specifies the match criteria and the resulting action if all of the match clauses are met. Then you must enable PBR for that route map on a particular interface. All packets arriving on the specified interface matching the match clauses will be subject to PBR.
