When I recently upgraded the IOS on a 837 ADSL router I seem to have also removed the user friendly GUI. So, although the router loads when I HTTP to it I no longer get the Quick Setup Wizard.
You can check the running config. of your 837 and look for is there any command is "no ip http server". If yes, then just type "ip http server". And it should be ok.
