I am deploying Cisco ISR 4300 Series IOS XE Universal which shall embed some IP SLA feature from the web information.

I would like to ask what feature are include for Cisco ISR 4300 Series IOS XE Universal without equip APP license?

according to Table 5 in the datasheet linked below, you need Application Experience (AX) for IP SLA support.
