Cisco ISR4431 Throughput

We have a cisco ISR4431/K9 as our border router and a 500Mb link to our provider. I've notice high latency on the link when bandwidth usage goes above 180Mb. At first I thought it was our provider link then I notice the device specs show  aggregate throughput is 500 Mbps to 1 Gbps

Current license as follows:

Technology Package License Information:

-----------------------------------------------------------------
Technology Technology-package Technology-package
Current Type Next reboot
------------------------------------------------------------------
appxk9 None Smart License None
uck9 None Smart License None
securityk9 None Smart License None
ipbase ipbasek9 Smart License ipbasek9

The current throughput level is 500000 kbps

Can someone enlighten me why the high latency when it goes above that 180Mb bandwidth usage ? Is it the ISP or throughput issues on the router ?

Do you have any addon Licenses ?

check some troubleshoot tips : example :

# show platform hardware throughput-monitor parameters

If you're running up against the bandwidth capped (license), excess traffic is "shaped".  This, often, will create additional latency.

Generally, the 4K ISRs never hit a true performance limit running with their base performance license.  They might bump into actual performance issues using a "performance license", but generally, it's only when your run using a "boost license" that you encounter the true performance limits of the router.

See page 5 in: ISR 4K performance

Thanks @Joseph W. Doherty  Do I have to run this command to determine that ?

#show platform hardware qfp active feature lic-bw oversubscription
Interface: GigabitEthernet0/0/0, QFP interface: 7

Overall Traffic:
enqueued (bytes): 86323436367, (packets): 62670072
drops (bytes): 240211313, (packets): 227085
total (bytes): 86563647680, (packets): 62897157

Interface: GigabitEthernet0/0/2, QFP interface: 9

Overall Traffic:
enqueued (bytes): 486490, (packets): 5089
drops (bytes): 0, (packets): 0
total (bytes): 486490, (packets): 5089

Interface: GigabitEthernet0/0/3, QFP interface: 10

Overall Traffic:
enqueued (bytes): 10057614402, (packets): 37754536
drops (bytes): 0, (packets): 0
total (bytes): 10057614402, (packets): 37754536

I think (?) my prior post's referenced Cisco document suggests what commands to use.  (See page two.)
