We have a cisco ISR4431/K9 as our border router and a 500Mb link to our provider. I've notice high latency on the link when bandwidth usage goes above 180Mb. At first I thought it was our provider link then I notice the device specs show aggregate throughput is 500 Mbps to 1 Gbps

The current throughput level is 500000 kbps
Can someone enlighten me why the high latency when it goes above that 180Mb bandwidth usage ? Is it the ISP or throughput issues on the router ?

Do you have any addon Licenses ?
check some troubleshoot tips : example :

show logging, do you get any errors ?

If you're running up against the bandwidth capped (license), excess traffic is "shaped". This, often, will create additional latency.
Generally, the 4K ISRs never hit a true performance limit running with their base performance license. They might bump into actual performance issues using a "performance license", but generally, it's only when your run using a "boost license" that you encounter the true performance limits of the router.
