Cisco "default" frame relay encapsulation vs frame relay IETF RFC 1490 / RFC 2427 encapsulation

What's the difference in the encapsulation between these two methods? I know there's a "Cisco" HDLC and an ISO standard HDLC format, but I'm not sure if they are related.
