Cisco router 4331 license issue

Dears,
when we upgraded the 4331 router from version,03.16.04b.S to Gibraltar-16.12.3s (ED),
The license has converted to smart license with an evaluation period. Please we want to back it to the permanent IP base license.
Please help

the short answer is: you can't. Smart Licensing was made mandatory on Cisco IOS XE 16.10.1a for the ISR4K.

Cisco Smart License (CSL) starts from 16.9.X and later.
If you want to go back to "traditional" (aka RTU) license then you'll need to downgrade the firmware to 16.8.X (and earlier).
