Yes, there's often some loss,

Yes, there's often some loss, but the ISR 4K series limit their performance so that they can often meet their performance spec regardless of their configuration and/or traffic kind.

See table 3 in:  http://www.cisco.com/c/en/us/products/collateral/routers/4000-series-integrated-services-routers-isr/white-paper-c11-734550.html#_Toc424889848

(you may need to logon to Cisco to see the above white paper).

4321 (likely need performance upgrade license), 4331 (might need performance upgrade license) or 4351.

Thanks for your comment.

Thanks for your comment.

according to the datasheet of these models:

ISR 4331 has a speed of 100Mbps and can be upgraded to 300Mbps

ISR 4351 has a speed of 200Mbps and can be upgraded to 400Mbps

but these numbers I think without running any function like IPsec.

with IPsec, the throughput will be decreased, right?

Hello.

Can anyone post the table 3, please?

It seems like we have, whyever, no permission to access the site behind the link.

As suggested by Joseph, the

As suggested by Joseph, the ISR 4k would also be my choice. But perhaps you will also need the HSEC license because IPsec throughput is limited to 85 MBit/s per direction without this license.
