I'm having a similar problem though I haven't tried a different firmware level.
Our connection is supposed to be 35Mbps down and 5Mbps up but we are only getting about 15x3.5. After a reboot I got the full bandwidth for a short period of time but then it reverted back to 15x3.5. I tested the line and it will consistently deliver 35x5, just not through the SA520W. I really regret having bought this device. I should have bought the ASA5500 series...
