Class Based LLQ on WAN for Voice

My question is this  I am using  class based

LLQ and in  particular I have set voice RTP to a priority percent of 70...see attachment for config

The question is, does this set aside the bandwidth for this class so that it is not available to the other classes

The other questions is, the write ups suggest that until the router is congested the data flow will not be restricted to the limitation set by the Class, if this is so, does that mean as soon as the router is congested that it reserves the full bandwidth allocated to the class through the priority statement..thanks

No, unused BW will be available to other classes as CBWFQ has this elasticity

To be noted also voice traffic could use more then 70% if link is not congested and the other classes are not used
