If I change the subnet mask on one of the Class C networks we have listed in our bgp configuration, do I need to issue the clear ip bgp comment?

I don't think that you do, the old one gets withdrawn and the new one advertised (but I don't have a router to test on @ the moment). Keep in mind that you should be able to clear ip bgp soft out which will not drop your session. You can also look at advertised prefixes to make sure that your change has been applied....

I don't think u need to issue clear ip bgp in this case.
It's only needed if you issue changes in your route map policies or if you add/delete any network in the prefix list.
