EDIT - Spell corrected

 

Generally you do not need 2 AS number in a single network, until you have different network want to seperate them on diffirent AS to control the routes redistribtuion and control the boundaries.

Yes and no.

Balaji notes it can be used to "control boundaries", which generally would be done for an administrative reason, but it might also be done for another reasons like for security or scalability. I.e. "control boundaries" is what AS segmentation can provide, but "why" might you need it.
