Does the BANDWIDTH statement effect rx & tx load figures

If the BANDWIDTH statement is changed on a serial interface to a value differant to the physical properties of that interface (to effect a routing metric) does it effect the calculation of the RXLOAD & TXLOAD?

Yes it does. Every 5 minutes, the device calculates the number of octets passed in each direction divided by the maximum possible with the configured bandwidth. The actual load shown is actually a weighted average over past samples each of 5 minutes. If I remember rightly, it takes 6 samples for the effect of any particular sample to fade to less than 1% of the quoted figure.
