drop packets in router or end-devices

Is it possible to drop 10 final packets of a file by router or by the destination end-devices?

Okay;
Assume that I want to send a text file of 150,000 bytes, and my contact, wants to receive just 136,60 bytes of file and he aimed to drop 13,840 bytes. MTU is 1384; thus receiver wants to drop 10 final packets of data. Is it possible in ether end-device or router?
