Assuming you intend EF to be treated as LLQ, generally, Cisco recommends you don't allocate more than one third of your bandwidth for your LLQ.  (This Cisco recommends to provide adequate bandwidth for non-LLQ classes.)

If non-LLQ class bandwidth isn't a concern, I would say you can go higher, but as LLQ is often used to minimize any queuing latency and/or jitter, going above about one third risks there being insufficient bandwidth.  Up to about 50% you shouldn't incur too much additional risk, some additional risk up to about two thirds, but above two thirds, you probably want to avoid.
