I have a cisco 3640 router (Async) on serial. I have a point of sale device trying to send ISO8535 messaging format to my router basically this comes as the data packet

The aim is to receive this data packet via the serial and convert it into a TCP/IP packet.

Kindly let me know how can this be done on the 3640 router

I am not clear whether your aim is really to convert the data into TCP/IP or is to encapsulate the data in TCP/IP. If the aim is to encapsulate in TCP/IP so that the data can be transported over an IP network then I think that something like STUN could be used. This link has some information that will help you get started with STUN.

If your aim is really to convert into TCP/IP I am not aware of anything on the router that will do that.
