Failover Datacenter

I have a project to make a second datacenter that is located in a different geographic location a hot standby. Our goal is to make this second datacenter an immediate failover with minimal downtime. I know this can be easily accomplished with traffic directors, but we are looking for faster convergence. Our primary datacenter houses multiple web services.  We have registered /22 and an AS from ARIN. I have an idea how I would set it up, but any ideas would be greatly appreciated.

Perhaps if you posted the design you are thinking of together with any queries you are unsure of we could point you in the right direction rather than trying to come up with a design from nothing.

I have attached a diagram on how I think I can get it to work. I have concerns if the layer 2 VPLS goes down how the BGP will react.
