I think he is talking about the fact that this forum used to have a forum for Data Center Networking which has been very recently moved and is now a major forum grouping. And that the forum for Optical Networking which is now one of the topics in the Infrastructure forum did not used to be here. Cisco does make changes from time to time to align structure of the forums with what is going on in the field. I believe that these two changes are part of that process.
