Most major (and even minor!) ISP's are way beyond frame relay for backbone links.
If you're talking a client link, even that's rare these days - most ISP's push people to xDSL or even ethernet-based links. But if it's a client link (I.E. end user connecting to the ISP), then it'd be point-to-point with an Ip on either end, from my experience.
