Hardware working status of HWIC - 2T card and CAB-SS-V35MT cable

Hi Team,

               In our campus we are using cisco 2921 router along with the HWIC-2T card and Serial WAN cable. The one end of the cable is connected to router and the other end is connected to the Rj45 to DCE convertor. In the Router when i check the show diag,show ip int b, i can able to detect the card and te interface. But the interface status is showing UP and protocol as DOWN. So is there a issue with the router hardware or the link status? Is ther any method to check the hardware condition like is there any issue with hardware or not??

please help on this .
