hosts in pull-up static route reachable

Dear friends,

I need help understanding what is happening, there are aggregate networks orginated in BGP via pullup static routes such as;

- x.x.x.x 255.255.248 null0 250

However there a network subnets not yet assigned and during network scan, IP addresses in unassigned network blocks are showing reachable or up. Without a specific subnet i expect the  traffic to hosts in unassigned specific \

subnet  part of aggregate to be dropped.

Attached if wireshark capture showing the ping probes fails but tcp probe scan to http and there is response ACK/RST. The router OS is IOS-XR 5.3

can you share your topology, and indicate what routes are being sent. from where, to where ? And possibly the configs, so we can lab this ?
