So in a normal circumstance HSRP is working. Provider Edge Router goes down, the Primary cuts over to Secondary, and it cuts over to the back up connection.
However, this time Internet connection on the Provider Edge Router went down, but the connection from the Primary Router, and the Provider Edge Router did not go down. So only LAN Connection, and did not trip the Hello timers and thus alot of unhappy customers.
I wanted to see if any out there knows how I can point the Primary Router to a point further past the Provider Edge Router Possibly Google DNS 8.8.8.8 ?
Like I said it works 99% of the time, and hopefully will not happen again.
Thanks in advanced.

You need to track with SLA and fail over the HSRP where it required depends on path.
show us more example and config to understand what is wrong here ?
