In-place upgrade of C8Kv

I am planning to upgrade a C8Kv. I got confused about the secure data storage…According to the upgrade guide, linked below and quote “Secure Object Storage is not carried over through upgrades from v16.12.x. You must perform a fresh installation or reinstall the VM to enable Secure Object Storage support.” 

Does this mean upgrading from newer than v16.12 to C8Kv would support Secure Object Store?
