Individual Per site or Subnet Shaping

I don’t know if it is possible but I would like to shape individual sites to a given rate, I do not want to shape a group of sites to a shared or common rate I need the rates to be individual for each site preferably defined by a IP Subnet.

The topology of the network is a core router with a 1Gig interface connecting to a service provider "any to any" network with approximately 550 sites running at different speeds on the network. The sites could be running at anything from 256K to 10Meg.

When for example a 256K site is pulling data from the core data centre which is on the 1Gig link and the provider network in incapable of buffering the data transmitted from the 1Gig core site to the 256K site and retransmissions are occurring.

The only way I can see to achieve this is to create an individual policy for each site but given I am talking about 500+ sites would the router (3845) have the capability to do this or is another device preferable, I also consider this option being a management nightmare due to the large amount of Policies and ACL's required.

Apart for the previous option the only other method I can see it to rate limit a tunnel to each site which is not optimal and would break the any to any nature of the network.

Does anyone know of an appropriate solution?

One possible technique might be to use a DMVPN overlay that supports logical shaping per tunnel.  Each remote would need to tell the hub what shaping policy to use toward it.  If you hand-offs are Ethernet that supports JumboEthernet, that would negate the issue of GRE overhead for standard Ethernet packets.

Not an ideal approach, but one that comes to mind.
