IOS XE 16.06.04 and NIM-4G-LTE - Interface not obtaining IP address

Morning All,

Were having an issue with a 4G modem on one of our routers. We never seem to obtain an IP address. We have another modem in a different router configured the same way and that one works without issue (but on a different provider) we have reached out to vodaphone who have confirmed our APN settings are correct. Confirmed there is Data on the SIM and all is working from their point of view, but for some reason we can't see to get it up!

We downgraded the IOS to 16.06.04 from 10.10a, to match the working device, have checked everything we can and still no luck, does anyone have any other suggests or debug commands and output to look for that may be useful in diagnosing this?
