IOS XR ssh decryption failure

Anyone seen this error before?

RP/0/RP0/CPU0:Feb  2 22:49:49.944 UTC: locald_DLRSC[302]: %SECURITY-PKI-6-ERR_3_PARAM : Crypto engine decrypt failed :  'Crypto Engine' detected the 'warning' condition 'RSA public key decryption failed' 1116083200

This occurs on a working IOS-XR 7.5.x NCS5500, where we removed one 4096-bit RSA key for a user, and added a new one in.  The import suggests it went fine:

Just won't work.  Going back to the prior key, even re-generating the base64 file on the same source computer, gets it working again.
