ip helper-address Dependencies

is it mandatory to enable "IP routing" on switches that require the use of an ip helper-address???

Yes if vlan you config ip helper is vlan x and DHCP server in vlan y 
how VLAN x connect to vlan y without ip routing.
so you need ip routing

you apply dhcp to a L3 interface - be it on a switch / rtr or any host that can forward dhcp  requests

MHM is on the right track. helper-address processing requires layer 3 logic to be able to forward the dhcp request. And for the switch to have layer 3 logic enabled there must be ip routing enabled.
