you need to configure the dial peers on the routers:

Router2

dial-peer voice 1 voip
destination-pattern 1050
session target ipv4:192.190.1.1

Router3

dial-peer voice 1 voip
destination-pattern 1010
session target ipv4:192.180.1.1
