what platform is this for ? If you are referring to the ISR 4K routers, yes, you need application experience for IP SLA.

I need to make BOM for below routers

ISR 4k ( ISR 4331)

ISR1k ( C1111-4P)

89x router

So I need to purchase appx license for ISR 4331, but not for C111-4p/89x router

Below is sample configuration I need to implement:

track 201 ip sla 201 reachability
delay down 180 up 180
!
track 202 ip sla 202 reachability
delay down 180 up 180

ip sla 201 (Defined the IP SLA process)
icmp-echo y.y.y.y source-interface GigabitEthernet8


ip sla schedule 201 life forever start-time now ( Kick start the IP SLA part)

ip sla 202
icmp-echo x.x.x.x source-interface GigabitEthernet8

ip sla schedule 202 life forever start-time now

You need a Security feature license  - good to start with IP SLA

appxk9 license  - you can look below information, if you need any other requirements.

we have primary/back-up router at every site

Primary router is MPLS having no security license

Back-up is Internet having security license for IPsec 

So If I am not mistaken then I don't need to purchase appx license for back-up router, but for primary router I need to purchase to run IP SLA configuration.

IP SLA concern yes you need both the same Licenses.

for other features, you need to explore based on the requirement.

1.Primary router is MPLS (no security license)-> Do I need to buy appx license to run IP SLA features

2. Back-up is Internet router (already have security license)-> I don't need to buy any appx license to run IP SLA features.

For IP SLA to work - as suggested you need only "Security feature license"

Security feature license  - if you already have this License - IP SLA work as expected.

what challenges do you see here?  hope this makes sense?
