I'm trying to connect two routers (7206 and 2600) via a serial
interface over IP. Currently the serial communicates perfectly via IPX.
I've just confgured ip addresses on both sides with a /30 mask and
encapsulation is PPP but they cannot ping each other. I even tried HDLC
but the IP stack on the interface cannot even open. I have attached the
"show interface" command output of both routers:

Can you paste your configs, as well as a show ip route on either ends.

Is it possible that one (or both) routers have configured "no ip routing"?
In addition to the configs I think it would be helpful to post the output of show ip protocol.

Thanks for posting the additional information. On the 2600 side it looks ok and I do not see anything that looks like a problem. Perhaps you could post similar data from the 7206?
When you do show ipx route do you see any routes on the 2600 that are learned from the 7206? This would be one way of demonstrating that the serial interface was working.
I also wonder if CDP would tell us anything useful? Although I notice that CDPCP is not open and wonder if CDP has been turned off.

Thanks for posting this information. Would you also post the output of show protocol from the 7206?
I notice on the 2600 show interface that CDPCP is closed and on the 7206 that CDPCP is not present. Is CDP disabled on the 7206 interface? If so would it be possible to enable CDP long enough to get the output of show cdp neighbor detail from both routers?
I also notice that on both routers the show interface does not indicate that IPCP is present. It should be present to run IP on the interface. I am puzzled why IPCP is not present. Would you be able to run debug ppp negotiat, shut down the interface, and then no shut the interface, and capture any debug output and post it (at least on the 2600 if you can not do it on the 7206)?

Their line become active on an IP level after they have done those commands requested on the 2600. CDP was not enabled on the serial on the 2600.

try a "sho ip route 192.168.15.68" the result should be that the subnet is directly connected to s1/0 and s3/0:10 respectively. This proves that IP is running on the interface.
There seems to some disparity in the configs. the safex side has the BW set at 64K whilst market traders has the link at 128K. I think a look at the configs would be in order.
