Is TDMoIP and CEoIP Interoperable?

Hello,

We are planning to deploy Cisco routers for carrying RS232 data from branch site to central site for a telemetry solution. Since currently there are deployed routers of different brands the customer wants to preserve current investment. Our solution is based on Cisco Stun which is verified design for Atms of various sites. But since Stun is Cisco proprietary, it is difficult to interoperate between Nortel Passport 4400 or Rad Routers.

Searching through we found 2 different protocols: TDMoIP (Tdm over IP ) and CEoIP (Circuit Emulation over IP) for Cisco.  Are these 2 protocol compatible or interoperable? For Cisco we did not come across TDMoIP, so is it supported for any router platform?

It may be also possible if somehow it is possible to seperate on the central site 19.2Kbps data and 64-19.2Kbps for Voice through some other technology like Tdm Multiplexing,
